Anything that is damaged, does not work properly or not finished to the specification agreed needs to be reported to the developer prior to completion and definitely up to two years from legal completion. Most new homes will be covered with a 10 year warranty and as the house settles in the developer should resolve any further issues within the first 24 months. Developers may advise that they complete their own snagging prior to completion but most developers will be signed up to the New Homes Quality Code which gives the buyer the right to complete an independent snagging report.
